In recent weeks, you may have noticed some activity around the project site as we move toward a broader mobilization of our construction workforce by lead contractor, Barton Malow.
Construction activities will be staged from our primary laydown yard located on State Route 4, just North of Young Rd. Establishment of the laydown yard, including gravel deliveries, job trailer staging, and equipment mobilization will continue in the coming weeks (read more in our construction update below).
For February, key construction activities include:
- Stripping and stockpiling topsoil for installation of the construction laydown yard (this prevents soil mixing and preserves topsoil to be redistributed when the laydown yard is restored post-construction)
- Limited tree clearing where necessary for access road installation and facility placement.

Looking ahead to March, activities anticipated to take place include:
- Laydown yard installation
- Turbine Foundation excavation
- Ongoing consultations with OPSB staff on the project's civil design
As construction progresses through the winter, more workers will arrive on-site. These workers may be employed by Apex Clean Energy, our Michigan-based EPC contractor Barton Malow, or other suppliers and subcontractors. Below is a preliminary estimate of our construction schedule. Please note that these dates are subject to change:
- Spring 2026: Access road installation, road improvements, and turbine foundation excavation/pouring.
- Summer 2026: Collection line installation; substation construction.
- Fall 2026: Turbine deliveries, tower installation, and transmission line construction.
- Spring 2027: Turbine commissioning.
- Fall 2027: Site restoration and commencement of operations.

Construction updates will be posted regularly on our website at www.emersoncreekwind.com/news. These updates may include transportation route information, road closures, adjustments to construction hours, or other relevant details.
Construction Concerns or Complaints
Any concerns or complaints regarding construction can be submitted at emersoncreekwind.com/complaints or by calling our 24/7 complaint hotline at 1-866-370-9546.
For safety reasons, members of the public will not be allowed on-site during construction to register complaints with project staff or contractors. If construction workers are approached directly with complaints, they will direct the complainant to the online portal or toll-free number to register their complaint.
When submitting a complaint, please include as much information as possible regarding the issue, including the location and a detailed description of the concern, along with your name, address, phone number, and email address (if applicable).
As we have additional updates, we'll continue sharing them with you in our regular e-mail and website construction updates. We’re excited to complete construction by the end of 2027 and begin operating the project, delivering clean energy to the electric grid, and delivering significant community benefits to Erie and Huron Counties.
